Mudanjiang Normal University is the earliest-founded, largest and most comprehensive provincial undergraduate institution in southeast Heilongjiang. It is a national-level demonstrative normal university for language and culture, the MOE China–Russia student exchange base, a Chinese Government Scholarship institution, and the teacher-education, basic-education and continuing-education training center for southeast Heilongjiang. The university is located in the scenic city of Mudanjiang, a national excellent tourism city, with a 60-year history. It covers 1.05 million m², has 18 schools and 54 undergraduate programs, and offers 8 first-level disciplines for master's education.

II. Applicant Qualifications
1. Non-Chinese citizens in good health. 2. Academic and age requirements: bachelor's applicants — high school diploma, under 25; master's applicants — bachelor's degree, under 35. 3. Excellent academic performance. 4. Strong research ability. 5. Not holding any other scholarship.
III. Application Materials
Applicants must truthfully fill in and submit the following (in duplicate): 1. "International Student Scholarship Application Form" in Chinese or English. 2. Notarized highest academic certificate; current students or employees must also submit an enrollment or employment certificate. Non-Chinese/English texts need notarized translation. 3. Two recommendation letters from professors or associate professors, in Chinese or English. 4. HSK certificate copy if passed. 5. One passport copy. 6. "Foreign Physical Examination Record" (copy; keep original). Materials are not returned regardless of admission.
IV. Student Categories and Teaching Language
Student category — study duration: 1. Undergraduate — 4 years; 2. Master's — 3 years. Chinese-taught; students without Chinese foundation must take 1 year of Chinese remedial study before professional study.
V. Scholarship Content and Standards
Registration fee, tuition and laboratory fees waived. Notes: 1. Experiments/internships beyond the teaching plan are at the student's own expense. 2. International travel and living expenses are at the student's own expense. 3. Students whose Chinese is insufficient for immediate professional study must take remedial Chinese; the remedial stage is not covered by the scholarship and all fees are self-paid. 4. The international student comprehensive insurance mainly covers major illness hospitalization or accidental injury; the school or rescue agency submits receipts to the insurer per the policy; the insurer does not accept individual claims.
VI. Admission and Notification

Mudanjiang Normal University reviews materials and reports to the China Scholarship Council. 3. Around early July, the university mails the "Admission Notice", "Arrival Guide" and "JW202 Form" to qualified applicants; admitted students must register by late August.
