Harbin Engineering University is located on the banks of the beautiful Songhua River in Harbin, the "ice city" of the north. Its predecessor was the famous "Harbin Military Engineering Institute", which was founded in 1953. The university was among the first batch of key universities under the 211 Project and was included in the 985 Project for the innovation platform of Advantageous disciplines. It has a graduate school, a national university science park, and 23 teaching colleges, departments, divisions and centers. It is the largest talent training base and an important scientific research base in China's "three Seas and One Nuclear" (shipbuilding industry, maritime equipment, Marine development and nuclear energy application) fields. There are 12 postdoctoral research stations (workstations), 2 postdoctoral research workstations, 12 first-level discipline doctoral programs, 29 first-level discipline master's programs, and 34 undergraduate programs (categories). There are 3,006 faculty members, including 8 academicians, 477 doctoral supervisors, and 1,062 full professors and associate professors. There are 28,278 students, including 15,124 undergraduates, 7,759 postgraduates and 1,453 international students.

In the field of ship, sea and nuclear engineering, the university is leading domestically or advanced internationally in technologies such as underwater robots, ship roll reduction, ship power, integrated navigation, underwater acoustic positioning, nuclear power simulation, and large ship simulation verification. It has now become one of the main forces in the country's basic and applied research on ship science and technology, and an important support for the country's development of Marine high technology.

The university has more than 40 research institutions and over 150 research and teaching laboratories, including 2 national key laboratories of science and technology, 2 national key discipline laboratories, 3 national discipline innovation and intelligence bases, 1 national teaching base for electrical and electronic engineering, 6 national experimental teaching demonstration centers, and 1 national base for cultural and quality education of college students. The library has a collection of 2.2609 million volumes.

The school adheres to international and open education and has established in-depth cooperative relations with more than 100 renowned universities, enterprises and research institutions around the world, including the University of California, Berkeley in the United States, the University of Sydney in Australia, Far Eastern State Technical University in Russia, Seoul National University in South Korea, Hokkaido University in Japan, the world's five major classification societies, and the International Atomic Energy Agency (IAEA). Harbin Engineering University has established a Confucius Institute at Southern Normal University of Ukraine in Ukraine. The university was among the first to be included in the Program for the Education and Training of Outstanding Engineers. It is also a recipient of the Chinese Government Scholarship and the National Program for Supporting High-level University Students to Study Abroad. It offers the HEU Scholarship for Foreign Students and the Confucius Institute Scholarship. Seventy percent of the master's and doctoral programs at the university are taught in English.
