Harbin University of Science and Technology is located in Harbin, Heilongjiang Province. It is part of the "Project for Building Basic Capabilities of Higher Education Institutions in Central and Western China". It is a university jointly built by the People's Government of Heilongjiang Province and the State Administration of Science, Technology and Industry for National Defense. After more than 60 years of development, the university has become a teaching and research university with a strong educational strength and distinct characteristics, mainly focusing on engineering and integrating science and engineering, with coordinated development of eight disciplines including philosophy, economics, law, literature, science, engineering, management, and interdisciplinary studies. It is an institution approved by the Ministry of Education to recruit international students and Chinese government scholarship students. The university has four campuses, namely the East, West and South campuses in Harbin City and the Rongcheng Campus in Rongcheng City, Shandong Province. There are more than 2,400 faculty members and 32,200 full-time students.

The school has 15 colleges, 1 research institute, 1 teaching department, and 30 administrative departments and teaching support units. There are 69 undergraduate programs. Among them, 23 programs have been approved as national first-class undergraduate programs, 16 programs have been approved as provincial first-class undergraduate programs, and 17 programs have passed engineering education accreditation. There are 8 national first-class characteristic programs, 3 national pilot programs for the "Outstanding Engineers Education and Training Program", 1 national pilot program for comprehensive reform of undergraduate programs, 19 provincial key programs, 6 provincial pilot programs for comprehensive reform of undergraduate programs, and 2 provincial pilot programs for the "Outstanding Engineers Education and Training Program". The university has one national university science park, three national experimental teaching demonstration centers, six national engineering practice education centers, and two national off-campus practice education bases for college students. There is 1 national-level excellent resource sharing course, 2 national-level excellent video open courses, 24 national-level first-class undergraduate courses, and 70 provincial-level first-class undergraduate courses.

The university has 8 first-level disciplines authorized for doctoral degrees, 23 first-level disciplines authorized for master's degrees, and 11 categories authorized for professional master's degrees. Among them, there is 1 national key discipline, 10 provincial key disciplines, 5 national defense characteristic discipline directions layout, and 11 domestic first-class construction (cultivation) disciplines in Heilongjiang Province. Seven disciplines, namely electrical engineering, instrument science and technology, materials science and Engineering, mechanical engineering, Management science and Engineering, Business administration, and computer science and Technology, have postdoctoral research stations.

The university has 32 provincial-level and above research platforms, including 1 national key laboratory (co-built), 7 key laboratories, engineering research centers and collaborative innovation centers of national ministries and commissions, 23 provincial key laboratories, international cooperation joint laboratories, engineering technology research centers and collaborative innovation centers, and 1 provincial key cultivated high-end think tank. The university has six provincial-level industrial technology research institutes in collaboration with enterprises. The university hosts four publicly issued academic journals, namely Journal of Electrical Machinery & Control, Journal of Harbin University of Science and Technology, Journal of Science and Technology Management, and Research on Ideological and Political Education.

The university has been constantly expanding its international exchange and cooperation channels. It is a member of the University Alliance of Northeast China and Far East and Siberia of Russia, the China-CEEC University Association, the China-Ukraine University Alliance, the China-Russia University Alliance for Language Education, the China-Russia Creative Design Alliance, and an observer of the Silk Road University Alliance. It has established friendly intercollegiate cooperation with 100 high-level universities and research institutions in more than 20 countries and regions, and actively carried out substantive cooperation such as joint student training, academic exchanges of teachers and cooperative scientific research.

Since its establishment more than 60 years ago, the school has cultivated tens of thousands of outstanding talents for the national manufacturing industry. The school is hailed by society as the "cradle of modern engineers" and by enterprises (industries) as the "Whampoa Military Academy" of the wire and cable industry. Looking to the future, Harbin University of Science and Technology will take "stabilizing the scale of education, improving the quality of education, strengthening the characteristics of education, and laying a solid foundation for a high-level teaching and research university" as its basic development approach to build the university into a high-level teaching and research university.
